Grants a 'licence to fortune'

Sabie - High school girls in Mpumalanga say that Social Services Minister Zola Skweyiya must stop providing child support grants because it merely encourages teenage girls to fall pregnant so they can get money.

Hundreds of girls aged 13 to 18 attended the Girl Children conference in Sabie on Tuesday to discuss the challenges that lead to teen pregnancies, HIV/Aids, poverty, child trafficking, illiteracy, sexual exploitation, child labour and sexual abuse.

"Most teenagers in rural areas say that having a child is a fashion statement and you can receive R210 a month, so giving birth is their licence to fortune," said one girl, Itumeleng Mashigo, 15, who is in Grade 9 at Skhila Secondary School in Graskop.

"The (current system) just increases the number of unwanted babies who are thrown down sewers and into bins and increases the HIV rate and number [of] orphans," she said.

She said young mothers should rather be given food parcels instead of money, otherwise they use it to by clothing for themselves. 'No matric, no grant' She also suggests that only young mothers who have passed matric, qualify for child support grants.

"No matric, no grant," she said. "It is embarrassing to see a 15-year-old teenager with more than two children from different fathers.

Imagine if the number of grant beneficiaries starts exceeding the number of taxpayers. This will affect the economy of the country badly."

The conference was organised by the Ehlanzeni district municipality's transversal unit in conjunction with the departments of health and education. The Nkomazi local municipality in Ehlanzeni has the highest rate of teen pregnancies at 98,2% followed by Bushbuckridge at 97,8%. Mashigo complained that teenage pregnancy and HIV awareness programmes were held mainly in the suburbs and townships and not in rural areas.

Elsinah Mhlongo, manager of the children's rights office in Mpumalanga, said most South African children were poverty-stricken, had no access to basic resources such as formal education, public health facilities, recreational facilities and social grants.

She said young girls tended to engage in sexual activities in order to get money, but ended up getting more than they bargained for. "Men and boys will use you and destroy your precious future if you choose to be mafanato (keep quiet).

You will be like the orange without juice that no one can buy no matter how hungry they are," she said.

I know that in America there was a great debate back in the day (under FDR) when the first child support grants were implemented, weather it should be with the condition that the child was born into a marriage, so as not to give incentives for out of wedlock births.

Sadly say many conservatives was that rule not implemented and they partly blame that for skyrocketing of out of wedlock births, and subsequent social problems often created by irresponsible mothers and absent fathers.

Is there any such discussion in SA?

I have sometimes wondered weather the White controlled government of SA never tried to stem the birthrate of blacks, f.e. with some kind of incentives.

Like grants or access to services or even rights of passage to work and such if people only had one child per man and a woman, or anything like that?

Maybe then they wouldn´t have to deal with 40 million blacks during the white regimes collapsing days. Weather it would have been better or worse I don´t know but it sure sounds as in their interest. Did they try anything about the demographic situation at all?

Very god insight as usual Lefur.
Birth control in Africa has always been out of control and this most certainly exasperates the problem.Even the Apartheid government made no attempt to stem this tsunami.Of greater concern is the breakdown of families and family structures,so these children are left to fend for themselves from a very early stage.With every generation there is a greater collapse of civil society and human values.So each new generation relies more heavily on social security and western handouts.South Africa cannot ever create enough jobs or afford the social security to feed this new unemployed generation.

Imagine if the number of grant recipients exeeds the number of tax payers ...
In my book we have passed this point long ago .
The only solution is to let nature take its course . The more we interfere with nature the more we will end up with an ever increasing number of people that are simply not fit for life.
In the end the mass of incompetents will outnumbers the number of providers in too great a ratio.
Than nature will finally have to sort it out. Its just that the numbers will be much larger.

It is also possible that the ANC have a sinister agenda and know what they are doing. They know that the aids epidemic is devastating the black population, and this, in their eyes, might be a convienent way of upping the numbers. What better way than for the taxpayers to finance a black population explosion, because this is exactly what it will be. For a young girl to be paid to fall pregnant is unprecidented in the rural areas. Expect the abortion bill to be toughened up, making it more difficult for black people to terminate.

Thank you Loggi, it sure seems strange that they did not try anything. But at least they did not give them grants for procreating, but propably gave the whites a lot of help and incentives to do so. Sadly for them that had limited results. I know f.e. they banned abortions, but did that only apply to whites, or everybody? Were the different black home lands maybe with more relaxed rules about abortions?

They should have realized that as I understand free healt care to the blacks, their age and number could only increase, so trying to stem the increase would have made sence to them. Instead I understand they planted in the biggest gettho a huge free of charge state of the art hospital.

From outside, when I learn more, it seems to me more and more that the Nationals, with their treating of blacks )and others) as children that need someone to take care of them, with their free this and that, state controlled economy with huge beurocratic sector, guaranteeing all whites a job, a lot of red tape limiting entrepreneurship and the utter lack of forethought to the incentives their policies were creating and the end results would be, that they, the Nationals, increasingly sound like liberals.

Has there ever been real conservatives in South Africa?
